For our December luncheon we are very excited to have Sheri Givens, energy policy consultant and attorney, speak to us about the growing number of scams aimed at utility customers by criminals posing as utility representatives, and how utilities are now fighting back!
Sheri Givens is President of Givens Energy, a Texas-based energy consulting firm formed in 2013. Her focus is on utility consumer education and regulatory policy in energy markets nationwide. She has worked with consumer advocate and non-profit organizations, trade associations, governmental entities, and utilities.
She currently serves as the Executive Director of Utilities United Against Scams working with a consortium of over 100 electric, natural gas, and water utilities in the U.S. and Canada on educating consumers on impostor utility scams and recently authored a consumer guide. From 2009 to 2013, Sheri was twice appointed by former Texas Governor Rick Perry, and confirmed by the Texas Senate, to lead the Texas Office of Public Utility Counsel (OPUC), the state’s consumer advocate agency for residential and small business utility customers. At OPUC, she directed the office’s intervention and participation in matters relating to electric and communications utilities before state and federal regulatory agencies and state and district courts. She also testified frequently before the Texas Legislature on consumer, energy, and agency matters and remains a frequent speaker on consumer and energy issues at conferences nationwide.
Sheri was known for directing her agency in active consumer education initiatives statewide through in-person outreach, publications, and social media. In 2014, she received the Citation for Exceptional Service in Support of National Defense from the Association of the United States Army for founding her prior agency’s military outreach program. She was also named the 2010 Emerging Public Administration Professional of the Year by the American Society for Public Administration, CenTex Chapter.
During her tenure as consumer advocate, Sheri served as a member of the Boards of Directors of both the Electric Reliability Council of Texas (ERCOT), the state’s independent system operator, and the Texas Reliability Entity Inc., the state’s Federal Energy Regulatory Commission-approved Regional Entity for the ERCOT region. She was also elected, by fellow nationwide advocates, to the Executive Committee of the National Association of State Utility Consumer Advocates (NASUCA), an association of 44 consumer advocate agencies in 40 states and D.C. She currently serves on the Board of Directors of the Association of Women in Energy.
Her public service career has included working as a senior advising attorney at the Public Utility Commission of Texas, assistant general counsel at the Texas Workforce Commission, and various roles in the Texas Legislature. Sheri holds a Bachelor of Arts Degree in government from the University of Texas at Austin and a Juris Doctor from the University of Houston Law Center. She is a member of the State Bar of Texas.
